The financial industry plays a crucial role in driving the economic growth of Luohu District. In 2022, the added value of the financial industry in Luohu reached 97.46 billion yuan, accounting for almost 25% of the city's total, and approximately 40% of the district's GDP. The total financial assets of the district have exceeded 6 trillion yuan, accounting for about one-third of the city's total. Luohu boasts nearly 100 licensed financial institutions in banking, securities and insurance, ranking second in the city, and forming a comprehensive, all-round and efficient financial service system that continuously empowers the development of the city's real economy. In particular, the Hongling Emerging Financial Industrial Belt in Luohu is a key financial agglomeration functional area in Shenzhen.
The commerce and trade industry is a pillar industry in Luohu, making up nearly 20% of the district's GDP and contributing 14% to its economic growth. In 2022, the total retail sales of consumer goods in Luohu stood at 125.8 billion yuan, also accounting for 14% of the city's total. The per capita total retail sales of consumer goods reached 113,800 yuan. At present, Luohu is taking steps to build itself into a core area of Shenzhen as an international consumption center with global influence. It is also working to develop into an international first-class business district based on its five characteristic commercial blocks, strengthen its ability to attract and allocate global consumption resources, and help the district contribute more to consumption, innovate more in business models, attract more brands and increase its popularity in fashion.
The business service industry is one of the leading industries in Luohu, and its added value accounts for around 6% of the district's GDP. There are 234 business service enterprises above designated size in the district. Three of the world's four largest accounting firms have set up branches and consulting companies in Luohu, while 40% of Shenzhen's travel agencies are located in the district. Shenzhen Talent Group and its three wholly-owned subsidiaries - Shenzhen Human Capital Group, Shenzhen Penglao Human Resource Management Co. Ltd. and Shenzhen Talent Industrial Park - have also settled in the district. Luohu is home to two large-scale modern service industrial parks: the Guangdong-Hong Kong-Macao Greater Bay Area Talent Innovation Park (Luohu Talent Industrial Park) and Kingkey 100 Tower Modern Service Industry Headquarters Park.
The gold and jewelry industry is an advanced characteristic industry in Luohu. The jewelry industry agglomeration base in the Shuibei-Buxin area is the largest and most developed gold and jewelry agglomeration area in China with the most complete industrial chain. According to surveys, the gold and jewelry industry in Luohu covers nearly 7,000 corporate enterprises, 10 professional wholesale markets each with an area of more than 10,000 square meters, and more than 61,000 employees. The operating income has exceeded 100 billion yuan, accounting for around 50% of the domestic gold and jewelry wholesale market. After many years of development, the gold and jewelry industry in Luohu has formed an industrial chain including design and development, production and manufacturing, display and trading, brand operation, and inspection and testing. It is said that Chinese jewelry is best represented in Shenzhen and Shenzhen's jewelry is best represented in Shuibei.
After years of continuous development and improvement, the cultural industry has become an important characteristic industry in Luohu. The scale of the industry continues to expand, with obvious agglomeration and radiation effects. The cultural industry in the district has formed four key industrial clusters of gold and jewelry, arts and crafts, film, television and animation, and creative design, and has cultivated a number of top enterprises with huge development potential. Most of the cultural enterprises in Luohu focus on content creation and creativity, and are asset-light. They have strong creative design capabilities and have won a number of internationally renowned design awards.
The strategic emerging industry in Luohu is showing strong momentum. The number of strategic emerging enterprises in the district increased from more than 200 in 2016 to 782 in 2022. In 2022, the number of such companies grew by 176 compared with 2021, an increase of 29%, and the industrial added value reached 21.26 billion yuan, an increase of 2.9% year on year. In terms of strategic emerging industry clusters, the added value of software and information service industry clusters reached 6.096 billion yuan, a year-on-year increase of 12.5%, accounting for 28.7% of the total.
